I heard something about it coming today tor tommorrow.

I heard from a career staffer at OMB that worked on it, that they’re planning to cut everything that isn’t explicitly statutorily required… which would probably be like 50%+ of all civilian government employees

Isn’t that a tacit agreement that most of these employees are engaged in activities that Congress hasn’t authorized?

Not directly. Most proximate impact is going to be the flood of resumes from laid off agency ppl

I guess? I’m not a Congressional appropriations expert, but our GC explained to us that Congress gives pretty wide latitude to the agencies in interpreting their appropriations language. My understanding is that your typical appropriations bill basically just says something like $xx dollars for headcount to pursue xyz goals and the details are left up to the admin.
