They’re unanimous consent agreements in the Senate, like when everybody agrees to do a certain floor action

The consensus I’m hearing from all of my Senate contacts is that the Dems will cave after two missed paychecks, so that puts it at about early November. The most consistent caveat I’ve heard is that Trump might blow up that plan if he negotiates with Dems to frame it as how he fixed the government shutdown…nevermind that it’s happening under a unified Republican government.
